They are called Loferl only in old Bavaria, the rest of the German speaking world calls them Stutzen - what describes something that is "gestutzt", cut off or sawn off; the word can also mean a short gun. "Loferl" must come from "laufen"; in the Tegernsee-area in the 19th century they were called "Lofel" (according to Schmeller, Bay WB); Schmeller also mentions and old-spanish word "lovas" for gloves, there seems to be a Latin radix somewhere.

      Why?
      They are damn comfortable! Warm one's calf, protect the shin bones, work as shin protectors, give stability and help when one has to walk mountains by pressing together the muscles. And it simply looks better than bare legs - that goes for most men, except IDV of course. And Norma, maybe.

      Perhaps “Stutzen” will become the next big fashion trend similar to the leg warmers fad in the 1980s.

      I wonder what Stutzen would look like on Olivia Newton-John?
